Prioritising a wishlist in any organisation is always a crunchy challenge that involves navigating many points of view. We all have limited resources and have to make tough calls. We need to shoot 'puppies' - cute features loved by a few but a distraction to the real play. ('Shooting puppies' is not mine but quite a relevant, if slightly jarring, metaphor!)
The ideal state is a roadmap that clarifies that we do this now, this next, and then this later.
Recently I worked with a senior leadership team of a growing technology business to build out their roadmap covering the platform, supporting service operations and the sales and marketing effort. Because people were coming in from offshore, we did it in a 4-day sprint comprising seven mini-sprints.
The approach leant heavily on Kumar's innovation framework, which is one of the best for this sort of work, with a few added methods to stretch people's thinking. The seven mini-sprints were,

Know people - compelling experience
Know innovation context
Explore concepts, frame solutions, build roadmap
Realise offering
A series of output artefacts will become central to team focus and cohesion.
